4C Health Celebrates 50 Years of Service and Honors Behavioral Health Champions of 2025: Hillary Hartoin

Logansport, Indiana – 4C Health proudly commemorates its 50th anniversary in 2025, marking five decades of dedicated behavioral health services to north central rural Indiana. What began in 1975 with just a few committed community members has grown into a thriving agency with more than 500 associates, across 7 counties, united in their mission to improve mental health and wellness throughout the region.

As part of its anniversary celebrations, 4C Health recognizes exceptional individuals who have made significant contributions to behavioral health. This year, the agency launched the Behavioral Health Champions of 2025 awards, honoring leaders and advocates who have gone above and beyond in support of mental health and substance use prevention and treatment. Hillary Hartoin was named 4C Health Behavioral Health Champion-Community Member Champion of 2025. Hillary has exhibited outstanding leadership in advancing behavioral health and criminal justice partnerships, helping bridge critical gaps between systems and ensuring individuals involved in the justice system receive compassionate, appropriate care. Her work has strengthened cross-sector collaboration and improved outcomes for some of the region’s most vulnerable populations.
Dr. Carrie Cadwell, CEO, states, “In behavioral health, the north star is ‘a life in the community for everyone’. This phrase reflecting that one not only can receive treatment, enter recovery, but also that one can thrive in a life embedded in a supportive community. Hillary’s work reflects just that. While working and innovating in the Cass County criminal justice sector, Hillary’s goals are not just about justice, rehabilitation and recovery, it is all about community. It’s about that we should all have a place in our community and that when we feel that belongingness, care, and connection to community that we truly live, we rise, we thrive. For this we recognize her as the 2025 Behavioral Health Community Champion.”
